Those who install an electric heat pump together with a photovoltaic system with storage can obtain incentives of up to 25% if they use Torri. Beyond Ordinary Solar Category A modules registered with ENEA.
For strategic public buildings, coverage can reach 100%.

The implementation plan
Conto Termico 3.0 is the new version of the incentive scheme aimed at supporting measures to increase energy efficiency and thermal energy production from renewable sources in existing buildings. The measure, which is at an advanced stage of definition, introduces important new features, particularly with regard to incentives for photovoltaic systems in combination with efficient air conditioning systems.
The measure is mainly aimed at public entities, the third sector, and private operators in the tertiary sector, promoting a structural energy transition in non-residential sectors.
The following entities are eligible for the incentives provided by Conto Termico 3.0:
- Public administrations
- Third sector entities
- Private entities for interventions in buildings intended for non-residential use (tertiary sector)
In the case of photovoltaics, the benefit is subject to the simultaneous replacement of an existing winter air conditioning system with an electric heat pump.
The new scheme provides for capital grants that vary according to the nature of the intervention and the type of beneficiary. Coverage percentages can reach:
- up to 25% for photovoltaic systems built with high-efficiency European modules (Category A of the ENEA Register)
- up to 100% for work carried out on:
- public buildings in municipalities with a population of up to 15,000 inhabitants
- public school buildings
- hospitals and healthcare facilities belonging to the national healthcare system
The installation of photovoltaic systems, including those with storage systems, is only eligible if combined with the replacement of a winter air conditioning system with an electric heat pump.
The basic incentive percentage is set at 20%, with the possibility of an increase based on the class of photovoltaic modules used, according to the following scheme:
- 25% with modules classified as “A”
- 30% with modules classified as “B”
- 35% with modules classified as “C
(as provided for in the Register established in Article 12 of Decree Law 181/2023)
Incentives are also available in the case of simultaneous installation of charging infrastructure for electric vehicles.
Compared to the previous version (Conto Termico 2.0) and the consultation document published in March 2024, the draft Conto Termico 3.0 includes the following substantial changes:
- Introduction of specific incentives for high-efficiency photovoltaic systems, conditional on combination with electric heat pumps
- Expansion of beneficiaries to include private entities in the service sector and the third sector, which were previously excluded from certain measures
- Opening up to dual-fuel hybrid systems and add-on heat pumps, which can coexist with condensing boilers
- New assessment criteria for biomass plants, with greater focus on fine particulate emissions
- Extension of incentives for electric charging stations, if installed in conjunction with other incentivized measures
