The implementation plan
The GSE call for Renewable Energy Communities (CER), funded under the PNRR (Mission 2, Component 2, Investment 1.2), aims to support the construction of plants for the production and shared self-consumption of energy from renewable sources. The initiative is designed to reduce fossil fuel consumption, promote energy independence, and encourage citizens to actively participate in the ecological transition.
The following may apply for incentives:
- Municipalities with a population of less than 50,000 inhabitants,
- Renewable Energy Communities (established or in the process of being established),
- Local authorities, businesses, citizens, religious bodies, associations, and other public or private entities participating in the CER configuration.
It is essential that the model be associative (non-commercial) and based on collective self-consumption and energy sharing.
The call for proposals provides for a non-repayable grant of up to 40% of eligible costs for the construction of the plants. In addition, there is an incentive tariff for shared energy, paid by the GSE for 20 years, which varies according to the size of the plant and its geographical location, with a greater advantage for disadvantaged areas or southern Italy. The non-repayable grant can be combined with other public incentives.
The systems must be powered by renewable sources (in particular photovoltaic), with a total power not exceeding 1 MW. Storage systems and smart energy management devices may also be included.
Expenses for supply, installation, connection to the grid, feasibility studies, design, and testing are eligible.
Initially aimed at municipalities with fewer than 5,000 inhabitants, the call for applications has been extended to municipalities with up to 30,000 inhabitants, broadening the potential pool of beneficiaries. Applications are expected to open following the publication of the dedicated GSE portal. The procedure will be on a first-come, first-served basis until the available resources are exhausted.
